1935-1946 arası (V-VI-VII. dönem) Yozgat milletvekilleri ve faaliyetleri

Abstract

1935 genel seçimlerinde ilk defa kadınlara milletvekilliği seçme ve seçilme hakkı tanınmıştır. Ayrıca bu dönemde ilk defa seçimlerde azınlıklardan da milletvekili adayı gösterilmiştir. Yapılan seçimler neticesinde V. Dönem Meclisi tek parti dönemi içerisinde en uzun süreli işlev gösteren meclis olmuştur. Atatürk'ün 10 Kasım 1938'deki ölümünün ardından 11 Kasım 1938'de İsmet İnönü 2.Cumhurbaşkanı olarak seçilmiştir. İsmet İnönü'nün idaresindeki 1938-1945 yılları arasındaki döneme ise "Milli Şef Dönemi" denilmiştir. Başbakan Celal Bayar'ın 25 Ocak 1939 tarihinde istifa etmesiyle Cumhurbaşkanı İsmet İnönü erken seçim kararı almıştır. İki dereceli sistemi bu seçim döneminde de uygulanmıştır. Tek parti döneminde ilk defa ikinci seçmenlerle görüşmeler yapılarak seçmenlerin fikirleri öğrenilmeye çalışılmıştır. 29 Mayıs 1939 tarihinde yapılan CHP V. kurultayında tüzükte değişiklik yapılarak meclis bünyesinin çok partili düzene sağlamak ve parti içerisinde denetim vazifesi maksadıyla 21 üyeden oluşan " Müstakil Grup" oluşturulmuştur. Müstakil Grubun çalışmaları olmakla beraber parti grup toplantılarında konuşma ve oy kullanma haklarının olmaması etkisiz kalmalarına sebep olmuştur. 28 Şubat 1943 seçimlerinde CHP'nin farklı propaganda araçları deneyerek propaganda plakları hazırlattığı görülmektedir. Bu dönemde Müstakil Gurup üye sayısı ise 21 'den 35'e yükseltilmiştir. 1935-1946 yılları arasında V., VI., ve VII. Dönem Yozgat'tan milletvekili olarak görev yapmış 12 tane milletvekili görmekteyiz. Bu kişiler Mehmet Avni Doğan, Celal Arat, Mehmet Emin Draman, Ömer Evci, Süleyman Sırrı İçöz, Ekrem Pekel, Ahmet Sungur, Ziya Arkant, Veled Çelebi İzbudak, Salim Korkmaz, Mahmut Allıoğlu ve Yusuf Karslıoğlu'dur. Bu kişiler arasında Mehmet Avni Doğan Bey gözlem ve tecrübelerini "Kurtuluş, Kurtuluş ve Sonrası" adlı bir eserinde aktarmıştır. Süleyman Sırrı İçöz Bey, I. dönem itibariyle 1950 yılına kadar her dönem Yozgat Milletvekili olarak seçilmiştir. 21 Kasım 1923'te de meclis ve cephede ki hizmetlerinden dolayı Kırmızı-Yeşil şeritli İstiklâl madalyası ile ödüllendirilmiştir. Süleyman Sırrı Bey ve bir diğer Yozgat Milletvekilleri Salih Bozok, Avni Doğan ve Ahmet Hamdi Bey ile birlikte 23 Haziran 1927'de hazırladıkları teklif ile Bozok şehrinin Yozgat olarak değiştirilmesi talebinde bulunmuşlardır. 25 Haziran 1927'de TBMM'de alınan karar ile Bozok olan vilayet adı Yozgat olarak değiştirilmiştir. Süleyman Sırrı Bey'e İçöz soyadı Mustafa Kemal Atatürk tarafından 1 Aralık 1934 tarihinde verilmiştir. Veled Çelebi İzbudak Bey ise şair, yazar ve Türkolog olarak çok yönlü bir kişiliğe sahip olup, birden fazla eseri bulunmaktadır.

In the 1935 general elections, for the first time, women were given the right to elect and be elected to the parliament. In addition, for the first time in this period, parliamentary candidates from minorities were nominated for the first time. As a result of the elections, the 5th Term Assembly became the parliament that had the longest term function in the single-party period. After Atatürk's death on November 10, 1938, İsmet İnönü was elected as the 2nd President on November 11, 1938. The period between 1938 and 1945 under the administration of İsmet İnönü was called the "National Chief Period". With the resignation of Prime Minister Celal Bayar on January 25, 1939, President İsmet İnönü decided to hold early elections. The two-degree system was also applied in this election period. During the single-party period, interviews were conducted with the second voters for the first time, and the opinions of the voters were tried to be learned. In the 5th Congress of the CHP held on May 29, 1939, an amendment to the statute was made and a "Detached Group" consisting of 21 members was formed in order to ensure the multi-party system of the assembly and to control the party. Although the work of the Independent Group, the lack of right to speak and vote in party group meetings caused them to be ineffective. We see that in the 28 February 1943 elections, the CHP tried different propaganda tools and had propaganda records prepared. During this period, the number of Independent Group members was increased from 21 to 35. Between 1935-1946 V.VI.VII. We see 12 deputies who served as deputies from Yozgat during the period. These people are Mehmet Avni Doğan, Celal Arat, Mehmet Emin Draman, Ömer Evci, Süleyman Sırrı İçöz, Ekrem Pekel, Ahmet Sungur, Ziya Arkant, Veled Çelebi İzbudak, Salim Korkmaz, Mahmut Allıoğlu and Yusuf Karslıoğlu.Among these people, Mehmet Avni Doğan Bey conveyed his observations and experiences in a work called "Liberation, Independence and Aftermath". Süleyman Sırrı İçöz Bey was elected as a Member of Parliament for Yozgat in each term until 1950 as of the 1st term. On November 21, 1923, he was awarded the Red-Green Striped Independence Medal for his services in the parliament and the front. Süleyman Sırrı Bey and another Yozgat Deputies Salih Bozok, together with Avni Doğan and Ahmet Hamdi Bey, demanded that the city of Bozok be changed to Yozgat with the proposal they prepared on 23 June 1927. On June 25, 1927, the name of the province, which was "Bozok", was changed to Yozgat with the decision taken in the Grand National Assembly of Turkey. The surname İçöz was given to Süleyman Sırrı Bey by Mustafa Kemal Atatürk on 1 December 1934. Veled Çelebi İzbudak Bey has the personality of a poet, writer and turcologist and has more than one work.
