Veri zarflama analizi yöntemi ile Konya ovası projesi illeri belediyelerinin etkinlik analizi

Abstract

Bu çalışmanın amacı, Konya Ovası Projesi (KOP) illeri (Konya, Karaman, Aksaray, Niğde, Nevşehir, Yozgat, Kırıkkale, Kırşehir) belediyelerinin 2020 yılındaki etkinlik düzeylerini belirlemektir. Bu amaçla veri zarflama analizi modeli ile KOP illeri belediyeleri mali etkinlikleri analiz edilerek bir durum tespiti yapılmaya çalışılmıştır. Söz konusu illerin belediyelerine ait mali tablo verilerine ulaşmada, Sayıştay raporları ve ilgili belediyelerin resmi web sayfalarında ilgili dönem yılına ait yayınladıkları faaliyet raporlarından yararlanılmıştır. Çalışmada, etkinlik ölçümünde sıklıkla kullanılan ve çok kriterli karar verme tekniklerinden olan “veri zarflama analizi” tekniği kullanılmıştır. Analizde girdi değişkenleri “personel giderleri, mal ve hizmet giderleri”; çıktı değişkenleri ise “vergi giderleri” olarak belirlenerek doğrusal programlama modeli kurulmuş ve modelin analizinde Linear, Interactive, Discrete Optimizer (LINDO) paket programı kullanılmıştır. Çalışmanın sonucunda, KOP illeri belediyelerinin göreceli etkinlik analizi, girdi yönelimli VZA modelinin uygulanması ile gerçekleştirilmiş, analiz sonucunda etkin olan ve etkin olmayan belediyeler belirlenerek değerlendirilmiştir

The aim of this study is to determine the efficiency levels of the municipalities of Konya Plain Project (KOP) provinces (Konya, Karaman, Aksaray, Niğde, Nevşehir, Yozgat, Kırıkkale, Kırşehir) in 2020. For this purpose, it has been tried to determine the situation by analyzing the financial activities of the municipalities of KOP provinces with the data envelopment analysis model. In reaching the financial table data of the municipalities of the mentioned provinces, the reports of the Court of Accounts and the activity reports published on the official web pages of the relevant municipalities for the relevant period were used. In the study, the "data envelopment analysis" technique, which is one of the multicriteria decision-making techniques that is frequently used in efficiency measurement, was used. Input variables in the analysis are “personnel expenses, goods and services expenses”; The linear programming model was established by determining the output variables as “tax expenses” and the Linear, Interactive, and Discrete Optimizer (LINDO) package program was used in the analysis of the model. As a result of the study, the relative efficiency analysis of the municipalities of KOP provinces was carried out with the application of the input-oriented DEA model, and the effective and ineffective municipalities were determined and evaluated as a result of the analysis.
