Bu makale, ulus kimlikli modern Avrupa devletinin tarihsel sürecine ilişkin olarak İbn Haldun’un
asabiyye ve umrân kavramları odağında ve Thomas Hobbes ve Michael Oakeshott’un değerlendirmeleri
ışığında bir tartışma sunmayı amaçlamaktadır. Modern devletin kurumlarının coğrafya, iklim ve geçmiş
tecrübelerden ne şekilde etkilendiği konusu incelenirken aynı zamanda bu yeni politik yapının modern ve
Avrupalı oluşuna ilişkin de eleştirel bir bakış açısı getirilmektedir. Egemenlik ve kimlik kavramlarının ulus
devlet ile ulaştığı yeni boyut ve yaşanılan tarihsel süreç analiz edilirken aynı zamanda devlete ilişkin teorik
yaklaşımlar da tartışmaya dahil edilmektedir. Ulus devletin Avrupa’nın modern çağındaki baskın politik yapı
olarak nasıl ortaya çıktığı ve ulusal kolektif kimlik ile kapitalist üretim biçimini ne şekilde geliştirdiği hususları,
farklı bakış açılarıyla ele alınmaktadır. Ayrıca bu ulus devletin kendi medeniyet biçimini geliştirerek dört yüz
yıldan bu yana varlığını nasıl devam ettirdiği konusunda da eleştirel bir tartışma yürütülmektedir. Son olarak,
farklı ülkelerde ve toplumlarda adapte edilmiş şekilde vücut bulmaya devam eden ulus devletin Avrupalı
köklerinin kaybolup kaybolmadığına ilişkin de bir değerlendirme yapılmaktadır.
A comprehensive discussion on the historical process of the modern European nation state in the light
of Ibn Khaldun’s concepts of asabbiyyah and umran, together with the assumptions and evaluations of Thomas
Hobbes and Michael Oakeshott is presented. While assessing the role of geography, climate and also past
experiences on the new institutions of the modern European state as a new political entity, it is aimed to develop
a critical perspective on how modern and European the nation state could become. Furthermore, theoretical
approaches about the nature of the state are also included together with an analysis of the historical process for
the nation state with its new level of sovereignty and identity. Emergence of the nation state as the dominant
political entity in the modern age of Europe with its national collective identity and capitalist mode of
production has been evaluated and analysed through different perspectives. A critical discussion is held how
nation state developed its own way of civilization and continued to exist for more than four centuries. Finally, it is assessed whether European roots of the nationa state have been disappeared or not after different
societies and countries adopted this political entity.
