Demokrat Parti Döneminde Nevşehir

Abstract

Önemli bir geçmişe ve coğrafi konuma sahip olan Nevşehir vilayetinin tarihi geçmişine baktığımız zaman önemli dönüm noktaları görmekteyiz. Damat İbrahim Paşa’nın sadrazamlığı döneminde Muşkara isimli bir köyden kaza merkezine dönüşen Nevşehir’in tarihinde ikinci dönüm noktası Demokrat Parti hükümetinin iktidara gelmesi olmuştur.

Demokrat Parti döneminde il olan ve önemli gelişmelere sahne olan Nevşehir’de başta sosyal, siyasal, ekonomik ve kültürel alanda gerçekleşen her türlü faaliyetler ağırlıklı olmak üzere, Nevşehir ilinin tarihi geçmişi, coğrafi konumu, il oluş süreci ve dönemin milletvekillerini tezimiz içerisinde il bazında değerlendirilmiştir.

Demokrat Parti dönemi boyunca Nevşehir’de sosyal, kültürel, siyasal, idari ve ekonomik anlamda önemli değişiklikler yaşanmıştır. Demokrat Parti iktidara geldiğinde Niğde vilayetine bağlı bir kaza konumunda bulunan Nevşehir 20 Temmuz 1954 günü kabul edilen bir kanun ile il olmuştur.

Bu çalışma giriş ve üç bölümden oluşmaktadır. Tezin giriş kısmında Nevşehir’in adı ve coğrafi konumu ayrıca Nevşehir’in kısa tarihi hakkında bilgiler verilmiştir.

Tezin birinci bölümünde Nevşehir’in 1952 yılından itibaren gündeme getirilen il oluş sürecindeki meclis tartışmaları ve yerel gazetelere yansıyan haberler ışığında olaylar incelenmiştir. Nevşehir’in il olmadan önceki durumu ve il olduktan sonraki süreç ortaya konmuştur. Demokrat Parti döneminde görev yapan Valiler, Belediye Başkanları, Milletvekilleri ve özgeçmişleri incelenmiştir. Yaşanan asayiş olayları, kurulan partiler, bayındırlık, imar ve belediye hizmetleri ifade edilmiştir.

Tezin ikinci bölümünde Nevşehir’in nüfus bilgileri, yaşanan nüfus sayımı ve bilgileri tablolar halinde ifade edilmiştir. Demokrat Parti iktiarında Nevşehir’de eğitimin yaygınlaştırılması politikası üzerinde durulmuş, köy okulları yapılmış ve öğretmen atamaları yapılmıştır. Çeşitli sağlık sorunları yaşansa da sağlık hizmetlerine önemli yatırımlar yapılmış, hastane geliştirilmiştir. Demokrat Parti dönemindeki basın yayın faaliyetleri ayrıntılı şekilde incelenmiş iktidara yakın ve muhalif gazeteler hakkında bilgiler verilmiştir.

Tezin üçüncü bölümünde Nevşehir’in tarım ve hayvancılık faaliyetleri hakkında bilgiler verilmiştir. Demokrat Parti döneminde kurulan bankalar ve faaliyetleri hakkında bilgiler verilmiştir. Kurulması planlanan ancak sonuç alınamayan mensucat fabrikası hakkında yaşanan gelişmeler ortaya çıkarılmıştır. 1950 yıllarında gelişmeye başlayan turizm faaliyetleri ve sorunları ortaya çıkarılmıştır ve yapılan oteller incelenmiştir. Demokrat Parti iktidarının en çok üzerinde durduğu sorunlardan olan ulaşım sorunu Nevşehir’de ciddi yatırımlar yapılarak giderilmeye çalışılmıştır.

Tezin sonuç kısmı yazılıp kullanılan belgeler kaynakça kısmında verilmiş ayrıca bazı önemli yerel gazeteler ekler kısmında verilmiştir.

Çalışmamızın temel kaynaklarını Başbakanlık Cumhuriyet Arşivi, Milli Kütüphaneden temin edilen Nevşehir’e ait dönemin yerel gazeteleri, TBMM Arşivinden edinilen belgeler ve ilgili tetkik eserler, dergiler ve internet ortamı taranarak elde edilen bilgiler başvurduğumuz önemli kaynaklar oluşturmaktadır.

When we consider the history of the city of Nevsehir, which has an important past and geographic location, we see important milestones. The first milestone in the history of the city was when Damat Ibrahim Pasha became the grand vizier, and when the city was converted into a county center from being a village with the name of Muskara, and the second milestone was the reign of the Democrat Party Government.

In Nevsehir, which became a city and faced important events during the Democrat Party period, the history, geographical location, the process through which it became a city, and the deputies of the period were evaluated on a provincial basis in our thesis.

Throughout the Democrat Party period, there were important changes in social, cultural, political, administrative and economic terms in Nevsehir. When the Democrat Party came to power, Nevsehir, which was formerly a county of the city of Nigde, became a city with a law that was enacted on 20 July 1954.

This study consists of an introduction and three subsequent sections. In the introduction section of the thesis, the name and geographical location of Nevsehir and its brief history are given.

In the first section of the thesis, the events and the debates of the parliament about its becoming a city in the light of in the news released in the local newspapers were examined. The condition of Nevsehir before becoming a city, and the process after this were dealt with. The governors, mayors, deputies of the Democrat Party and their biographies were also examined. Public order events, the parties established, public works, zoning and municipal services were mentioned.

In the second section of the thesis, information on the population of Nevsehir and the data on the census were given in tables. The policy of disseminating education in Nevsehir was emphasized during the governance of the Democrat Party, village schools were founded, and teacher appointments were made. Although some health problems were faced, important investments were made in terms of healthcare services, and hospitals were developed. The activities of the press in the Democrat Party period were examined in detail, and information was given on the newspapers that were close to the government and the opposition.

In the third section of the thesis, information was given on the agriculture and animal husbandry activities in Nevsehir; and information was also provided on the banks and their activities during the Democrat Party. The developments in terms of the fabric factory, which was planned to be established but was not realized, were also revealed in this section. Tourism activities and problems that emerged in 1950 were also revealed, and the hotels were examined. The transportation problem, which was one of the mostly emphasized problems by the Democrat Party Government, was resolved by making serious investments in Nevsehir.

In the final section of the thesis, the sources that were used in the study were given in the References section, and some important local newspapers were also given in the appendix section.

The main sources of the study were the Republican Archives of the Prime Ministry, the local newspapers obtained from the National Library about Nevsehir, the documents obtained from the Grand National Assembly of Turkey, relevant studies, journals and the information obtained by screening the Internet.
