COVID-19 pandemi sürecinin ortaya çıkması ile birlikte örgütlerde meydana gelen değişimin gerekliliği; örgütsel
çevreye kendilerini yeniden tasarlama ve yenileme hususunda rehberlik ederek, süreç içerisinde örgütlerin daha
da dinamik bir yapı kazanmasını sağlamıştır. Yeniden tasarlanan işletmecilik anlayışı, rekabet avantajı elde etme
yolunda doğanın ve işletmenin sürdürülebilirliğine saygı duyarak beşerî sermayenin pandemi sürecinde nasıl
yönetileceğini yeniden ele almış, personel güçlendirmenin önemini ve bu konuda durağan kalınamayacağını
göstermiştir. Ayrıca öğrenen organizasyon yapılarının önemi; müşterilere yaklaşımın yeniden değerlendirilmesi,
pandemi süreci ile ilk defa ortaya çıkan sorunlara çözümler geliştirilmesi ve pek çok olası risk durumuna dair
alternatif planların hazırlanması ile birlikte daha da artmıştır. Bunun yanı sıra bu dönemde ortaya çıkan yeni
paradigmalar, örgütlerin proaktif davranarak rekabet üstünlüğü elde etmelerine imkân sağlayabilmektedir.
Pandemi sürecinin sona ermesi hayatın her alanında eski normalden farklı ve yeni olan pek çok değişikliğin ortaya
çıkmasına neden olacaktır. Sistemlerin yeniden inşası sürecinde, örgütlerde stratejik açıdan entelektüel sermaye
öne çıkacak ve örgüt edilgen olmaktan çıkıp etken bir rol oynayacaktır. Belirsizlik ortamları kaos olarak
adlandırılmakta ve genel olarak olumsuz bir çağrışım yapmaktadır. Pandemi gibi belirsizliğin baskın olduğu kaos
ortamlarında/durumlarında, kaosun kendisi çukur olarak değil; merdiven olarak görülmesi anlayışı ile, krizler
fırsata dönüştürülüp yeni girişimcilik uygulamaları sayesinde ortaya çıkan boşluklar değerlendirilmekte ve örgütün
yapısı optimize edilebilmektedir. Mekanik ve organik örgütlerde görülen; verimlilik, etkinlik, ihtiyaca uygun
üretim, maliyet minimizasyonu, yeni sorunlar ve buna bağlı olarak gelişen risk yönetimi, hizmet içi eğitim
sayesinde iş görenin (beşerî sermayenin) güçlendirilmesi ve ekolojik çevreye uyumun sağlanması gibi konularda
yönetsel operasyonun optimizasyonu, misyon ve vizyona uygun olan stratejiler ve taktikler ile sağlanabilmektedir.
Lider vasıflı yöneticiler, örgütlerde bu strateji ve taktiklerin geliştirilmesi ve uygulanmasının en büyük
sorumlularıdır. Stratejik liderlik vasfını taşıyan bir yönetici olmaksa; vizyon sahibi olmak, “risk-maliyet-zaman birey-fayda” analizi yoluyla planlanan faaliyetlerle ilgili oluşabilecek olası riskleri hesaplayıp öngörmek ve ekibini
bu doğrultuda disiplin içerisinde koordine edip kısa ve uzun vadede en verimli sonuca ulaşmayı hedeflemek ile
ilgilidir. Hali hazırda içinde bulunduğumuz pandemi sürecinde, stratejik liderler, örgütlerde; uzaktan, dönüşümlü
yahut esnek çalışma sistemine geçilmesi, iş süreçlerinin dijitalleşmesi, iş gören performansı ölçüm kriterlerinin
değişmesi, dijitale ilişkin hizmet içi eğitimlerin verilmesi gibi birçok yönetsel faaliyetin verimli ve etkin şekilde
yürütülebileceğini görmekte ve geleceğe ilişkin proaktif uygulamalar geliştirebilmektedirler. Bu çalışmada
optimizasyon kavramı, öğrenen organizasyonlar ve kaosun yönetimi ekseninde ve örgütlerin yaklaşımı literatür
taramasından faydalanılarak ele alınmıştır. Bunlardan hareketle şu sorular cevaplandırılmaya çalışılmıştır:
Günümüz dünyasında stratejik yönetimin bakış açısı etkinlik, verimlilik, liderlik ve yönetim açısından nasıl
olmalıdır, hangi değerleri taşımalıdır ve iş görenler ile kurulan ilişki nasıl olmalıdır? Sorulara verilen cevaplar ışığında elde edilen bulgular sektör yöneticilerine yol gösterici olabilecektir. Bu nedenle elde edilen sonuçların,
örgütlerin gelişimine katkıda bulunma kaygısı ile çeşitli sektörlere uygulandığı alternatif çalışmalar yapılması
önerilmektedir.
The necessity of change in organizations with the emergence of the COVID-19 pandemic process; By guiding the
organizational environment in redesigning and renewing themselves, it enabled organizations to gain an even more
dynamic structure in the process. The redesigned management approach has revisited how human capital will be
managed during the pandemic process, respecting the sustainability of the nature and the enterprise in order to
gain competitive advantage, and showed the importance of personnel empowerment and that it cannot be stagnated
in this regard. Also the importance of learning organization structures; It has increased even more with the
reassessment of the approach to customers, the development of solutions to the problems that appeared for the first
time with the pandemic process, and the preparation of alternative plans for many possible risk situations. In
addition, the new paradigms that emerged during this period enable organizations to gain competitive advantage
by acting proactively. The end of the pandemic process will lead to the emergence of many new and different
changes in all areas of life. In the process of rebuilding the systems, the intellectual capital will come to the fore
strategically in organizations and the organization will play an active role rather than being passive. Environments
of uncertainty are called chaos and generally have a negative connotation. In chaos environments / situations where
uncertainty is dominant, such as the pandemic, the chaos itself is not a pit; With the understanding of being seen
as a ladder, crises can be turned into opportunities and the gaps created by new entrepreneurship practices are
evaluated and the structure of the organization can be optimized. Seen in mechanical and organic organizations;
Optimization of the managerial operation, strategies in line with the mission and vision in issues such as efficiency,
efficiency, production appropriate to the need, cost minimization, new problems and risk management developing
accordingly, strengthening the employee (human capital) thanks to in-service training and ensuring compliance
with the ecological environment, and It can be provided with tactics. Leading qualified managers are the main
responsible for the development and implementation of these strategies and tactics in organizations. Being a
manager with strategic leadership qualification; Having a vision is about calculating and predicting possible risks
related to the planned activities through "risk-cost-time-individual-benefit" analysis and coordinating the team in
this direction and aiming to reach the most efficient result in the short and long term. In the pandemic process we
are currently in, strategic leaders, organizations; They see that many managerial activities such as the transition to
a remote, rotational or flexible working system, digitalization of business processes, change of employee
performance measurement criteria, providing in-service trainings related to digital can be carried out efficiently
and effectively and develop proactive applications for the future. In this study, the concept of optimization has
been discussed in the axis of learning organizations and the management of chaos, and the approach of
organizations using the literature review. Based on these, the following questions have been tried to be answered:
In today's world, how should the point of view of strategic management be in terms of effectiveness, efficiency,
leadership and management, what values should it carry and what should be the relationship established with
employees? Findings obtained in the light of the answers given to the questions will be able to guide the sector managers. For this reason, it is recommended to conduct alternative studies in which the results obtained are
applied to various sectors with the concern of contributing to the development of organizations.
