1957-1969 arası (XI.-XII. ve XIII. dönem) TBMM Nevşehir Milletvekilleri ve faaliyetleri

Abstract

1957, 1961 ve 1965 Genel seçimleri sonucunda, TBMM XI, XII ve XIII. Dönem’de Nevşehir ili milletvekillerinin biyografileri ve meclis faaliyetleri ağırlıklı olmak üzere, Nevşehir ilinin tarihten günümüze kronolojik sistem göz önünde bulundurularak açıklanması, 1957, 1961 ve 1965 Genel Seçimleri’nin ve sonuçlarının ülke geneli ve Nevşehir ili bazında değerlendirilmesinin yapılması suretiyle, tarihe genel ve yerel özellikli bir çalışmayla katkıda bulunulmuştur. Çalışmamızın esas konusunu oluşturan dönemin milletvekilleri ve faaliyetleri ile ilgili bilgilere kaynak olarak; TBMM Arşivi, TBMM Zabıt Cerideleri, TBMM Millet Meclisi Tutanak Dergileri, TBMM Cumhuriyet Senatosu Tutanak Dergileri, Başbakanlık Cumhuriyet Arşivi, Milli Kütüphane ve ilgili tetkik eser, gazete, dergi, makale ve elektronik ortamdan tarama yöntemiyle faydalandık. Bu milletvekillerinin biyografik bilgileri için, TBMM Albümünden ve tetkik eserlerden tarama yaparak yararlandık. Nevşehir ilinin tarihsel gelişimini, ilgili tetkik eserler, dergiler ve internet ortamı taranarak elde edilen bilgiler ışığında açıklamaya çalıştık. Konumuzun kapsadığı 1957, 1961 ve 1965 seçimleri öncesi ve sonrası bilgileri, özellikle istatistik veriler kullanarak anlatmaya çalıştık. Bu yöntemler sonucunda; Nevşehir’in tarihçesini, 27 Ekim 1957 yılındaki Demokrat Parti’nin tek başına iktidarıyla sonuçlanan genel seçimleri; Cumhuriyet Halk Partisi vi ve Adalet Partisi’nin ittifakıyla Türkiye Cumhuriyeti’nin ilk koalisyon hükümetinin kurulduğu dönemi de kapsayan 15 Ekim 1961 yılındaki genel seçimleri ve Adalet Partisi’nin büyük bir başarıya imza attığı 10 Ekim 1965 Genel Seçimleri’ni sonuçlarıyla beraber esere aktardık. Nevşehir’in XI. Dönem Milletvekilleri Necmeddin Önder, Hasan Hayati Ülkün, Zihni Üner ve Münip Hayri Ürgüplü’nün, XII. Dönem Milletvekilleri Halit Fikret Aka, Ramazan Demirsoy ve Ali Baran Numanoğlu’nun ve XIII. Dönem Milletvekilleri İbrahim Ethem Boz, Selâhattin Hakkı Esatoğlu ve Ali Baran Numanoğlu’nun biyografilerine ve meclis faaliyetlerine ulaşarak çalışmamızda kullandık.

As a result of the general elections of 1957, 1961 and 1965, there has been a contribution to history with general and local featured study by means of searching predominantly the biographies of deputies and parliament activities of Nevsehir provience in the period of XI, XII and XIII of Grand National Assembly of Turkey; explaining by considering the chronological system of Nevsehir province from past to present and evaluating the 1957, 1961 and 1965 General election results on country and on the basis of Nevsehir province. We have made use of Parliamentary Archives, Parliamentary Minutes, Parliamentary Proceedings Journals, Parliamentary Proceedings Journals of Senate, Archives of the Prime Ministry of the Republic, the National Library, related work, newspaper, journal, paper and electronic media by scanning method as the source of information about the deputies and their activities of the period that constitute the main subject of our study. For biographical information of these deputies, we have benefited from the Parliamentary album and related works by scanning method. We have tried to explain the historical development of Nevşehir province in the light of informations obtained by scanning the related works, journals and internet. We have tried to express the before and after information of 1957 1961 and 1965 elections that our study iclude especially by using statistic data. viii As a result of these methods; we transferred the history of Nevşehir, general elections resulted in the ruling Democratic Party alone on October 27, 1957, general elections on October 15, 1961 which also include the period of Turkey’s first coalition government composed by the alliance of Republican People's Party and Justice Party and general elections on October 10,1965 which Justice Party achieved a great success to the work together with the results of all elections mentioned above. We prohince used the biographies and the parliamentary activities of the deputies of Nevşehir such that Necmeddin Önder, Hasan Hayati Ülkün, Zihni Üner and Münip Hayri Ürgüplü in the period of XI. Grand National Assembly of Turkey and Halit Fikret Aka, Ramazan Demirsoy and Ali Baran Numanoğlu in the period of XII.
