Bu çalışmanın problem cümlesi devlet muhasebesinin nasıl işlendiği ve Toki’ de
işlenen muhasebeye ilişkin çalışmaları ortaya koymaktır.Bu çerçevede çalışmanın amacı; merkezi yönetim kapsamındaki kamu idarelerinin,
hesap ve kayıt düzeninde saydamlık, hesap verilebilirlik ve tekdüzenin sağlanması,
işlemlerinin kayıt dışında kalmasının önlenmesi, faaliyetlerinin ve işlemlerinin
gerçek mahiyetlerine uygun olarak, sağlıklı ve güvenilir bir biçimde
muhasebeleştirilmesi, malî tablolarının zamanında, doğru, muhasebenin temel
kavramları ve genel kabul görmüş muhasebe ilkeleri çerçevesinde uluslararası
standartlara ve Genel Yönetim Muhasebe Yönetmeliğinde belirtilen standartlara
uygun, yönetimin ve ilgili diğer kişilerin bilgi ihtiyaçlarını karşılayacak ve kesin
hesabın çıkarılmasına temel olacak; karar, kontrol ve hesap verme süreçlerinin etkili
çalışmasını sağlayacak şekilde hazırlanmasına ve yayımlanmasına ilişkin usul ve
esasları düzenlemektir.Yönetmelik genel yönetim kapsamına dahil genel bütçeye dahil daireler ve katma
bütçeli idareleri, bütçenin transfer tertibinden aldıkları ödeneklerle ve/veya özel
gelirleri ile faaliyetlerini sürdüren özel bütçesi olan kuruluşları, döner sermaye ve
fonları, sosyal güvenlik kurumlarını ve yerel yönetimleri kapsar. Merkezi Yönetim
Muhasebe Yönetmeliğinin işleyiş maddelerinin daha kolay anlaşılabilmesi yani
örneklerle canlandırılmasıdır.
The problem sentence of this work is to reveal how the state accountancy was
processed and the works related to accountancy which has been processed at TOKİ.In this context, the purposes of the study are: To provide the transparency , the
accountability and the uniformity in the calculation and registration order of the
public administrations which are under the scope of central management ; to avoid
their operations staying in informal economy ; to get an accountacy in a healthy and
reliable way on their activities and operations by being appropriate with its real
qualifications ; to organize the methods and principles which are to be relatedly
prepared and published , which also provide a suitability -to the international
standards those are generally accepted in terms of accountancy principles and
concepts and the standards those are stated in the General Management Accountancy
Ordinance- to the financial statements in order to be on time and true. These
methods and principles also meet the need of knowledge of the administration and
relevant persons , will be the basis to get the exact calculation , furthermore they will
provide the processes of decision , control and rendering of account to function
effectively.The regulations includes , the departments involved to general management and
general budget and the administrations with supplementary budget , the
establishments with special budgets sustaining their activities by the funds having
been received from the budget’s transferable arrangement and/or the ones with their
own budgets that sustains their activities with their own incomes , circulating capital
and funds , social security institutions and local governments. Having an easier
understanding of the General Management Accountancy Ordinance’s operation
items.
