Dünya üzerinde vatandaşların devletle olan ilişkilerinde yöneten yönetilen anlamındaki klasik anlayışın dışında, özellikle küreselleşme ve uluslararası kuruluşların da etkisiyle, değişimin yaşandığı ya da en azından bu değişimin talep edildiği söylenebilir. 1980’lerden itibaren devletin rolünde değişimler hızlanmıştır. Devletin yapmayı planladığı yatırımlar, maliyetin azaltılıp kalitenin artırılması gibi nedenlerle daha çok özel sektör eliyle gerçekleştirilmeye çalışılmaktadır. Diğer taraftan yapılan yatırımların toplum tarafından benimsenmesi ve bununla beraber yine topluma en faydalı şekilde yapılması gerektiği yönünde vatandaşların yöneticilerden beklentileri olabilmektedir. Bu noktada karar alma süreçlerinde üç aktörlü bir mekanizmaya gereksinim olduğu ifade edilmektedir. Nitekim iyi yönetişim ilkelerinden katılımın amacı vatandaşların kendilerini ilgilendiren konularda fikirlerini yöneticilere iletebilecekleri bir yöntem/süreç oluşturulmasıdır. Oluşturulacak bu yöntem/süreç sayesinde, sivil toplum kuruluşlarının süreçte etkili olmasıyla beraber, toplumun yapılacak faaliyetten hoşnut olması ve yapılan faaliyette kalitenin artırılması sağlanabilir. Bu çalışmanın konusu iyi yönetişim ilkesi olarak katılımın karar verme süreçlerindeki etkinliğidir. Dolayısıyla çalışmanın amacı iyi yönetişim ilkelerinden katılımın karar alma süreçlerine yapabileceği olumlu katkıları gösterebilmektir.
It can be argued that a change beyond the classic division between governor -the state- and governed –citizenship- has been experienced or, at least, has been demanded as a result of globalisation and international organisations. Since the 1980s, changes in the role of the state have been accelerated. The investments planned by the state have been conducted by private sector in order for reducing the costs and increasing the quality. Citizens may have expectations from their administrators to encourage the society in internalising the public investments and to carry out the investments in the most beneficial way. At this point, it is stated that three-actor mechanisms are needed in the decision making processes. Thus the aim of participation as a principles of good governance is to create a method / process which enable citizens to convey their ideas to administrators regarding the issues they are intersted in. As a result of the established method / process together with the effectiveness of the non-governmental organizations in the participation process, it is possible to increase the quality of the activity and to scale up the level of societal satisfaction about the activities made. The subject of this work is the effectiveness of participation as a principle of good governance in decision making processes. Therefore, the aim of the study is to demonstrate the positive contributions of participation to the decision-making processes as a principles of good governance.
