İzmir Kalkınma Ajansı (İzka) örneğinde Kalkınma Kurulu’nun gündem belirleme faaliyetlerinin değerlendirilmesi

Abstract

Bölgesel Kalkınma Ajansları (BKA’lar), bölgesel kalkınmaya katkıda bulunmak üzere kurulan kamu kurumu niteliğindeki örgütlerdir. Bölgenin kalkınma sorunlarını tespit ederek, çözümler geliştirmekte ve uygulamaktadır. Dünyada 1930’lardan; Türkiye’de ise, 2006 yılından itibaren kurulmaya başlamıştır. Türkiye’de BKA’lar, Yönetim Kurulu, Kalkınma Kurulu (KK), Genel Sekreterlik ve Yatırım Destek Ofisleri şeklinde örgütlenmiştir. Yerel aktörlerden oluşan Kalkınma Kurulu’nun başlıca görevlerinden biri, bölgenin sorunlarına ve çözüm önerilerine yönelik olarak Yönetim Kurulu’na tavsiyelerde bulunmaktır. Çalışmada, Türkiye’deki BKA’lardan İZKA KK’nın İzmir’in kalkınmasına yönelik “gündem” belirleme faaliyetleri ortaya konmuştur. KK’nın toplantı tutanakları, nitel araştırma yöntemlerinden doküman analizi tekniği ile incelenmiştir. Analiz sonucunda İZKA KK’nın, kentin kalkınmasına yönelik çeşitli alanlarda gündemler belirlediği ve bu bakımdan etkinliğini artırmaya çalıştığı tespit edilmiştir.

Regional Development Agencies (RDAs) these are established to contribute to regional development are organizations that the nature of public institutions. They are identifying of the region development problems, developing solutions and implements. They are began to established since 1930s in the World and 2006 in Turkey. RDAs in Turkey were organized in the form of the Board of Directors, Development Board, General Secretary and the Investment Support Offices. One of the main tasks of Development Board that occurs local actors, as for the region’s problems and proposed solutions is to advise on the Board of Directors. In this study, RDAs in Turkey that is IZKA DB’s related to the development of İzmir of “agenda” to create activities will be revealed. DB meeting minutes was examined by document analysis technique of qualitative research methods. Analysis showed that IZKA DB which set the agenda for the city’s development in various fields; in attempts to improve the effectiveness in this respect it has been found .
