19. YY Osmanlı ekonomisinde Galata bankerlerinin rolü: Baltazzi ailesi örneği

Abstract

Osmanlı İmparatorluğu’nun borçlanma politikalarında, özellikle iç borçlanma konusunda Galata Bankerleri bir dönemin en önemli unsuru olarak karşımıza çıkmaktadır. Literatürde Galata bankerlerinin farklı şekillerde değerlendirildiği görülmektedir. Dolayısıyla bu konuda ortak bir yargının olmaması Galata bankerlerini oluşturan aileleri incelemeyi gerekli kılmaktadır. Bu kapsamda çalışmanın konusunu Galata bankerleri içerisinde önemli bir yere sahip olan Baltazzi Ailesi oluşturmaktadır. Galata bankerlerinin Osmanlı mali sitemi içerisinde güçlü bir yere sahip olması, Osmanlı devletinin tarihsel süreç içerisinde geçirmiş olduğu ekonomik ve mali gelişmelerin doğal bir sonucudur. Zira ekonomik ve mali yapıdaki kurumsal bozulma yapılan tüm modernizasyon ve reform çalışmalarına rağmen istenilen sonucu vermemiştir. Ayrıca çıkan ayaklanmalar, kaybedilen savaşlar ve toprak kayıpları mali sistemin iyice bozulmasına neden olmuştur. İçinde bulunulan durum borçlanma konusunun daha da ön plana çıkmasına neden olmuştur. Borçlanmanın kaynağını ise ilgili dönemde gayrimüslim ailelerden oluşan Galata bankerleri oluşturmuştur. Buradan sağlanan kaynak mali sistemi içinde bulunduğu durumdan daha iyi bir noktaya getirmiştir. Baltazzi ailesi bu dönemde ilişkilerin en iyi olduğu ve Osmanlı devletine en çok kaynak sağlayan ailelerin başında gelmektedir.

In the borrowing policies of the Ottoman Empire, especially in domestic borrowing, Galata Bankers emerge as the most important element of an era. It is seen that Galata bankers are evaluated in different ways in the literature. Therefore, the absence of a common judgment on this issue makes it necessary to examine the families that make up Galata bankers. In this context, the subject of the study is the Baltazzi Family, which has an important place among Galata bankers. The strong place of Galata bankers in the Ottoman financial system is a natural result of the economic and financial developments of the Ottoman state in the historical process. Because the institutional deterioration in the economic and financial structure did not give the desired result despite all the modernization and reform efforts. Besides, the uprisings, lost wars, and land losses caused the financial system to deteriorate thoroughly. The current situation has caused the issue of borrowing to come to the fore even more. The source of the borrowing was Galata bankers consisting of non-Muslim families in the relevant period. The resources provided here have brought the financial system to a better point than the current situation. The Baltazzi family is one of the families that had the best relations during this period and provided the most resources to the Ottoman state.
