Suriyeli sığınmacıların birey güvenliği meselesi: Türkiye’nin iç güvenliği bağlamında bir değerlendirme

Abstract

Arap coğrafyasında başlayan ve “Arap Baharı” olarak adlandırılan halk hareketleri Suriye Arap Cumhuriyeti’ndeki (Suriye) etkilerini 2011 yılının ortalarından itibaren göstermiştir. Bu halk hareketlerinin ülkede sebep olduğu iç savaş çevre ülkelere doğru kitlesel göçlere yol açmıştır. Bu göçlerin yöneldiği ülkelerden biri Türkiye’dir. Suriye’den çok sayıda sığınmacının bu şekilde Türkiye’ye gelmesi, Türkiye Cumhuriyeti Devleti’ni (Türkiye’yi) acil çözümler isteyen sığınmacı meselesi ile karşı karşıya bırakmıştır. Bu durumu bir mesele haline getiren, Suriyeli sığınmacıların kamu düzeni için oluşturduğu potansiyel tehdittir. Nitekim Türk halkının Suriyeli sığınmacılara ilişkin kimi zaman olumsuz yargılar içeren algıları, bunun önemli bir mesele olduğunu göstermiştir. Çalışmada Suriye’deki iç savaştan dolayı Türkiye’ye gelen Suriyeli sığınmacılar için insanî güvenlik kavramı bağlamında “birey güvenliği”nin sağlanıp sağlanamadığı incelenmiştir. Çünkü sığınmacılar için de olsa, birey güvenliğinin sağlanamamasının ülke içinde önemli siyasal ve toplumsal sorunlara yol açabileceği düşünülmektedir. Bu nedenle “Suriye’den Türkiye’ye gelen sığınmacılar meselesi” Türkiye’yi herhangi bir zamanda millî ve uluslararası ölçekte etkileyebilecek olan bir “iç güvenlik meselesi” olarak değerlendirilmekte ve “birey güvenliği” temelinde incelenmesi önemli görülmektedir. Nitel araştırma yöntemlerinin kullanıldığı çalışmada veri toplamak için İçişleri Bakanlığı’na bağlı bir kurum olarak sığınmacı meselesini yönetmek üzere görevlendirilmiş bulunan Afet ve Acil Durum Yönetimi Başkanlığı (AFAD) tarafından gerçekleştirilmiş olan faaliyetler incelenmiştir. Verilerin toplanması için araştırmacılar tarafından geliştirilen ve açık uçlu sorulardan oluşan bir görüşme formu AFAD yetkililerine araştırmacıların yönetimindeki bir yüz yüze görüşmede yöneltilmiş ve alınan cevaplar kaydedilmiştir. Verilerin toplanması için alan yazın taraması da yapılmıştır. Elde edilen bilgiler Türkiye’nin Suriyeli sığınmacılar için birey güvenliği meselesini millî ve küresel politikaları gereğince başarılı biçimde yönetip yönetemediğini tespit edebilmek için kullanılmıştır. Sürecin yönetiminde ulaşılan sonuçlar ise Türkiye’nin siyasal ve toplumsal meşruiyeti temelinde değerlendirilmiştir. Elde edilen bilgiler benzer bir durumun gelecekte tekrar yaşanması halinde işe koşulabilecek güvenlik politikalarının fayda esası üzerinde tayin edilebilmesinde kullanılabilecektir.

Anti-government's social movements that started in the Arab geography and called the “Arab Spring” have had shown their effects on the Syrian Arab Republic (Syrian) since mid-2011. The instability that caused by these social movements in the country have led to mass migrations to neighboring countries. Turkey is one of the countries where these migrations take place. The case of to come a large number of refugees from Syria to Turkey with these migrations has left the State of the Republic of Turkey (Turkey) confronted with the refugee issue that demands urgent solutions. What makes this situation an issue is the potential threat posed by Syrian refugees to public order. As a matter of fact, the perceptions of the Turkish people about Syrian refugees, which sometimes contain negative judgments, have shown that this is an important matter. In this study, in the context of the concept of human security, it has been examined whether “personal security” had been provided for Syrian refugees coming to Turkey whom because of instability in the Syrian Arab Republic. Because it is thought that failure to ensure personal security, even for refugees may lead to important political and social problems in the country. Therefore "the matter of Syrian refugees" is considered as an "homeland security matter" which could affect at any time in the national and international scale the State of the Republic of Turkey, and is considered important the examining on the basis of "personal security". In the study, in which qualitative research methods were used, were examined to collect data the activities which carried out by the Disaster and Emergency Management Presidency (Afet ve Acil Durum Yönetimi Başkanlığı - AFAD) which was assigned to manage the refugee matter as an institution affiliated to the Ministry of Internal Affairs. A interview form consisting of open-ended questions which developed by the researchers to collect the data was directed to AFAD officials in a face to face interview that conducted by the researchers and the answers received were recorded. Literature review was also conducted to collect data. It has been used the collected data to determine the State of the Republic of Turkey whether successfully to managed the matter of personal security for Syrian refugees in accordance with national and global policies. The gained results have been evaluated on the basis of political and social legitimacy about the State of the Republic of Turkey. The information obtained can be used to determine the security policies that can be employed in the event of a similar situation in the future.
