Turizm sektörünün gelişimi toplumsal cinsiyet eşitsizliğini üzerinde tespit edilmiş olumlu etkileri nedeniyle uluslararası kuruluşlar tarafından kadın eşitsizliği ile mücadelede bir politika tedbiri olarak tavsiye edilmektedir. Fakat bu tür yaklaşımlar turizm sektöründeki gelişimin sadece doğrudan etkilerini değerlendirmekte ve bu sektörün sahip olduğu ileri ve geri bağlantılar aracılığıyla kadın istihdamı üzerindeki yayılma etkisini göz ardı etmektedirler. Turizm sektöründeki kadın istihdamı yatay katmanlaşma nedeniyle oldukça yüksek olmakla birlikte bu sektör sahip olduğu ileri ve geri bağlantılar aracılığıyla inşaat, teknik servis, imalat ve ulaştırma gibi erkek egemen sektörlerin gelişmesine de yol açmaktadır. Dolayısıyla turizm sektörünün kadınların güçlendirilmesindeki rolü dolaylı ve uyarılmış etkileri aracılığıyla neden olabileceği erkek istihdamındaki artış ile kısıtlıdır. Çalışma, turizm sektöründeki gelişimin işgücü piyasası ile ilgili eşitsizlik göstergeleri üzerindeki etkilerini Avrupa Birliği ülkeleri için 2008-2019 yılları arasında tespit etmeye çalışmaktadır. Bu amaçla turizm sektörünün gelişmişliği ve yoğunluğu aktif nüfus başına yurtdışından gelen turist sayısıyla ölçülmüş ve bu değişkenin işgücüne katılım, istihdam ve işsizlik oranlarındaki cinsiyet açığı üzerindeki etkileri bir takım kontrol değişken koşulunda Hausman-Taylor modeli ile tahmin edilmiştir. AB'ye 2004 yılından sonra üye olan ülkelerin zamanla değişmesi mümkün olmayan yapısal özelliklerinin etkilerini ve sabit etkili modelin üstünlüklerini koruyabilmek adına Hausman-Taylor tahmin modeli seçilmiştir. Çalışmadan elde edilen sonuçlara göre aktif nüfus başına düşen gelen turist sayısı ile ölçülen turizm sektöründeki gelişmelerin AB ülkelerinde işgücüne katılımda, istihdamda ve işsizlikte cinsiyet açığını iyileştirdiği tespit edilmiştir. Bu bağlamda turizm sektörünün yatay ve dikey katmanlaşma aracılığıyla kadınlar açısından daha eşitsiz güç ilişkilerini doğurabileceği ve bunların bu sektörün olumlu etkilerini yok edebileceği ihtimali değerlendirilmiştir. Sonuç olarak kadınların konumlarının tam anlamıyla güçlendirilmesinin ancak bu sektördeki güvencesiz ve kırılgan istihdam yapısının kamu politikalarıyla düzenlenerek sağlanabileceği tavsiye edilmiştir.
The development of the tourism sector is recommended by international organizations as a policy measure in the struggle against women's inequality due to its positive effects on gender equality. However, such approaches only consider the direct effects of development in the tourism sector and ignore spillover effects on women's employment by means of the forward and backward linkages of this sector. Although female employment in the tourism sector is quite high due to horizontal segmentation, this sector also leads to the development of male-dominated sectors such as construction, technical service, manufacturing and transportation through its forward and backward links. Therefore, the role of the tourism sector in empowering women is limited by the increase in male employment of sector's indirect and induced effects. The work tries to estimate the effects of the development in the tourism sector on labor market inequality indicators for European Union countries between 2008-2019. For this purpose, the development and density of the tourism sector measured by the number of tourists coming from abroad per active population, and the effects of this variable on the gender gap in labor force participation, employment and unemployment rates are estimated with the Hausman-Taylor model under some control variable conditions. The Hausman-Taylor estimation model is chosen in order to keep the effects of the structural time invariant characteristics of the countries that became members of the EU after 2004 and to keep the advantages of the fixed effects model. According to the results obtained from the study, it is estimated that the development in the tourism sector, measured by the number of tourists per active population, improved the gender gap in labor force participation, employment and unemployment in EU countries. In this context, the possibility that the tourism sector may lead more unequal power relations for women through horizontal and vertical segmentation and that these may destroy the positive effects of this sector is evaluated. As a result, it is suggested that the full empowerment of women's positions can only be achieved by regulating the precarious and fragile employment structure in this sector with public policies.
