Son yirmi yılda birçok çalışma refah devletlerinin geleceği üzerine
odaklanmıştır. Bu kaçınılmaz olarak ideal refah devletlerinin ya da rejimlerinin ne
olması gerektiğinin sorulmasına neden olmaktadır. Bu çalışma bu sorulara yanıt
verebilmek için refah devleti rejimlerinin teorik bir incelemesini sunmakta ve kamu
sosyal harcamalarının dinamiğini 1986-2009 döneminde araştırmak için birikimli
harcama deneyim fonksiyonunu kullanmaktadır. Birincisi tek ve ideal bir refah
devleti rejiminin olmadığı ve ikincisi de refah devletinin en önemli göstergesi olan
sosyal harcamaların bütün refah rejimleri için geleneksel yapılarını koruduğu olmak
üzere özellikle iki önemli sonuç ortaya çıkmıştır.
In recent two decades a significant number studies have focused on the
future of welfare states. This is inevitably caused to ask what should be ideal welfare
states or types. To answer these questions this paper present a theoretical
investigation of the welfare states regimes and uses cumulative expenditure
experience functions to explore the dynamics of public social spending for the
period 1986-2009. Two general conclusions emerge in particular: firstly, that there
are not unique and ideal welfare states regimes; secondly social expenditure as a
main indicator of welfare states that preserve their traditional structures for all
welfare state regimes.
