Osmanlı İmparatorluğu teşkilatlanma konusunda özenle hareket etmiştir. Eğitim sisteminin temellerini de bu teşkilatlanma ışığı altında oluşturmuştur. Eğitimin temelini oluşturan, sıbyan okullarıyla başlayan süreç rüşdiye, idâdî, darülfunun vasıtasıyla bir düzenleme kaydetmiştir. Halkın eğitimine de önem veren Osmanlılar büyük şehirlerin yanısıra birçok kaza ve karyede de eğitim kurumları tesis etmiştir. Millet sistemi dahilinde gayrimüslim tebaa da, cemaat okullarını açarak eğitim gelişmelerini rahatça ve belirli prosedürler ışığı altında yapabilmişlerdir. Eğitim alanlarını genişletme ve kendilerine ait eğitim kurumları açma gibi haklara sahip olan gayrimüslim tebaaya imparatorluk genelinde okul açma işlemlerinde de olanak sağlanmıştır. Nevşehir bir kaza merkezi olarak geç oluşumlu bir yer olduğundan Damat İbrahim Paşa zamanında Muşkara'dan Nevşehir'e dönüştürülmüştür. Damat İbrahim Paşa'nın doğduğu yerleri çorak olarak ve başıboş bırakması beklenemezdi. Elbette buralar için yatırımlar yapacaktı. İlk iş olarak iskân faaliyetleri ve bölgenin imar faaliyetleriyle ilgilenen Paşa, Muşkara'yı adından söz edilir bir yerleşim yeri haline getirdiği gibi bu bölgede kendi adının da kalıcılığını, yapmış olduğu eserlerle sağlamıştır. Şehre bir medrese açmayı da ihmal etmemiştir. Bu tez çalışmasında (1875-1900) Nevşehir'deki eğitim-öğretim faaliyetleri arşiv belgelerinden hareketle açıklanmıştır. Müslümanlara ve gayrimüslimlere ait mekteplerin nasıl bir işleyiş aşamasında olduğu ve hangi eğitim kurumlarının bulunduğundan bahsedildi. Ayrıca yine bu belgelerde adı geçen Avanos, Ürgüp, Arapsun, Sinason vb. gibi yerlerdeki eğitim kurumları hakkında bilgi verildi. Nihayet eğitimin niteliği hakkındaki belgeler de gün ışığına çıkarıldı. The Ottoman Empire acted diligently in organization. They also created the foundations of the education system under the light of the organization. The process that started with the primary schools, which constituted the basis of education, showed a remarkable improvement with Middle School, High School and Ottoman University. The Ottomans, who also gave importance to the education of the public, established educational institutions in many towns and villages besides the big cities. Within the national system, non-muslim people by opening congregational school were able to make improvements in their fields easily under the light of certain procedures. The non-Muslim citizens who had the rights to expand their training fields and to open their own educational institutions were also provided to open schools throughout the empire. Since Nevsehir is a late-forming place as a village center, it was converted from Mushkara to Nevsehir during the time of Damat Ibrahim Pasha Damat Ibrahim Pasha couldn't be expected to leave the places where he was born as barren and stray. Certainly he was going to make investments for the region. To start with, Pasha, who was interested in the settlement activities and zoning activities of the region, made Mushkara a well-known place, as well as providing the remains of his own name with the works he had done. He also did not neglect to open a madrasah in the city. In this research (1875-1900) education and training activities in Nevsehir have been explained by means of archival documents. It has been mentioned about how the schools belonging to Muslims and non-Muslims were in the process of working and what the educational institutions were. In addition, it has been given information about the educational institutions such as in Avanos, Urgup, Arapsun and Sinason, etc. mentioned in these documents. Finally, the documents about the quality of education have also been brought to light.
