Küçük ve Orta Boy İşletmeler (KOBİ'ler), ülkelerin ekonomilerinin kalkınmasında, yeni istihdam oluşturmada, piyasada ticari hayatın canlı bir şekilde devam etmesinde mihenk taşıdır. Özellikle günümüzde rekabet koşullarının zorlaşması üzerine, esnek yapıları ile yeni koşullara çabuk uyum sağlayan KOBİ'lerin ekonomilerde varlığı ve sayısının artışı büyük önem arz etmektedir. KOBİ'lerin sayısının artışı yeni girişimcilerin ortaya çıkması ile mümkündür. Yeni girişimcilerin çoğalması ise onların finansal olarak desteklenmesine bağlıdır. Bu nedenle, gelişmiş ekonomilerde, ekonominin canlı tutulması için girişimciliğin gelişimine ve yaygınlaşmasına çok önem verilmektedir. Bu nedenle çoğu ülke tarafından girişimcilik faaliyetleri desteklenmektedir.Girişimciliğin desteklenmesinin yanında, onlara sağlanan bu desteklerin nasıl bir etki doğurduğu da ilgi duyulan konulardan birisidir. Devletin girişimcilere geri ödemeli ve geri ödemesiz desteklerin geri dönüşünün izlenerek raporlanması, gelecekte bu konuda atılacak adımlar için politika üretmede önemli bir araç olacaktır. Bu çalışma, girişimcilerin kendi işini kurmasıyla ticari hayata başlayan KOBİ'ler için, Küçük ve Orta Ölçekli İşletmeleri Geliştirme ve Destekleme Başkanlığı (KOSGEB) tarafından sunulan Yeni Girişimci Desteğinin, onlara nasıl bir etkisi olduğunu ortaya koymak adına tasarlanmıştır. Çalışma Bolu ilinde faaliyet gösteren ve destekten yararlanarak işletmesini kuran 75 girişimci ile destekten yararlanmadan Bolu'da işletmesini kuran 75 girişimci üzerinde anket yöntemiyle yapılmıştır. Analizler ise SPSS istatistik programında Ki Kare Testi ve T Testi ile yapılmıştır. Elde edilen bulgulara göre KOSGEB Yeni Girişimci Desteğinin KOBİ'lerin istihdam artışı, mali bilanço artışı, pazarda bilinirlik artışı, pazardan elde edilen payda artış, makine parkuru artışı ve finansal rahatlığa kavuşmasına etki etmektedir. İlgili programın, KOBİ'lerin net satış hasılatına, ürün/hizmet çeşidi artışına, üretim/hizmet kalitesi artışına, ürün/hizmet kalite artışına, Ar-Ge ve yenilik faaliyetleri artışı ile ihracat miktarı artışına etkisi bulunmamaktadır. Bu nedenle, daha güçlü ve sürdürülebilir işletmeler için, KOBİ'lerin bu performanslarını da arttırıcı yönde destek mekanizmaları geliştirilmesi üzerine öneriler sunulmuştur.
Small and Medium Enterprises (SMEs) are cornerstones in nations' economic development, creating new employment and continuity of active commercial life in the market. Especially nowadays, since the competition conditions are getting harder, presence of SMEs which easily adapt to changing conditions with their flexible structures has great importance.The increase on the number of SMEs is possible if there are new entrepreneurs. The increase of new entrepreneurs depends on the financial support given to them. Therefore, in developed economies, a great deal of importance is given to the development and dissemination of entrepreneurship to sustain active economy. Because of this reason, most of the countries support entrepreneurship activities. Besides supporting entrepreneurship, one of the interesting topics is the impact of the support provided to entrepreneurs. The reporting of the return of supports which are given to entrepreneurs as non-reimbursable and imbursable grants will be a fundamental instrument about gaining new steps for production of policies.This study is designed to put forth the impact of the New Entrepreneurship Support which carried out by Small and Medium Enterprises Development Organization (KOSGEB) to the SMEs which start their commercial life by establishing their own businesses as new entrepreneurs. The study is both applied to the 75 new entrepreneurs in Bolu and supported by KOSGEB and to the 75 new entrepreneurs which are also in Bolu but haven't benefitted from the support by using survey method. The analyses have been done with Ki Square Test Method and T Test Method on SPSS Statistics Programme. Findings of the study show that KOSGEB New Entrepreneurship Support has an impact on some of the performance criterias of SMEs' such as: increase in employment, financial balance sheet, recognition on the market, market share, the machinery track of the firm and financial comfort. The programme has no impact on Net Sales Revenue, product/service variety, production/service quantity, product/service quality, Research & Development and innovation activities and increase on exports of SMEs. For that reason in order to have more powerful and sustainable enterprises, support mechanisms which aim to increase SMEs' performance in these areas must be developed.
