Bu bildiride İbn Sînâ’nın siyaset felsefesi konu edilecektir. Bildirinin amacı, İslâm siyaset felsefesine İbn
Sînâ’nın ne yönde bir katkı yaptığını araştırmaktır. Anlaşılan İbn Sînâ, siyaset felsefesi konusunda Fârâbî’nin
bıraktığı yerden meseleyi incelemiş ve onun filozof başkan tiplemesini halife başkan (teellüh etmiş lider)
tiplemesine doğru kaydırmıştır. Halifeyi bütün insanlığın lideri olarak kabul etmiş, ontolojik açıdan onun üstün
bir mevkide olduğunu belirtmiş ve halifenin varlığını inkâr etmeyi Tanrı’yı inkâr etmekle eşleştirerek dinin
aslında toplumsal bir olgu olduğunu ileri sürmüştür. İbn Sînâ’nın bu katkısının arka planında iki şeyin olduğu
söylenebilir: Birincisi onun üzerinde etki sahibi olan Şiî ve İsmâilî düşünce, ikincisi ise onun ‘pratik anlamda
Fârâbî’nin filozof başkan anlayışının İslâm toplumunda uygulanma şansının fazla olmadığına’ dair kanaati.
İbn Sînâ’ya göre halife, peygamberin geleneğini devam ettirdiğinden ve birliği sağlamakla görevli olduğundan
ya nas ile belirlenmelidir ya da önde gelenlerin seçimiyle. Birincisi, birliğin sağlanıp ihtilafın önüne
geçilmesini temin etmesi yanında aynı zamanda devletin yönetim biçimi ve dayandığı temel yasaların
yerleşmesine yönelik bir tedbir olarak da değerlendirilebilir. İbn Sînâ, ikinci seçeneği iki ihtimalden dolayı
teklif etmiş olabilir: Birincisi onun dört halife dönemini sistemine dâhil etmek istemesidir. İkincisi ise önde
gelenlerin seçimini atanmış halifeler devrinin sonunda devreye girmesi gereken bir uygulama olarak
görmesidir. Onun halifeliğin inkârını, hak bir halifeye karşı yapılan isyanı ve hak halifeye karşı gelen isyankâra
karşı koymayışı Tanrı tanımazlıkla eşleştirmesi, aklen verilmiş bir hükümdür. İbn Sînâ’nın bu hükmün Kur’an
ve hadislerdeki karşılıklarına referansta bulunmaması, meselenin aklen ne kadar açık olduğu yönündeki
kanaatine bağlanabilir.
The subject of this paper is Avicenna’s political philosophy. The purpose of the paper is to investigate what
contribution Avicenna made to the political philosophy of Islam. Apparently, Avicenna examined the issue
from where Fārābī left in terms of political philosophy, and shifted his philosopher-president type to that of
caliph president (a divine leader). He accepted the caliph as the leader of all mankind, stated that he was
ontologically superior, and paired the denial of the caliph with denial of God, and claimed that religion was
actually a social phenomenon. It can be said that there are two things behind this contribution of Avicenna
views on the unity or oneness of religion and politics. The first one is the Shi'ite and Ismaili thought that had
an influence on him, and the second one is his conviction that al-Fārābī's understanding of the philosopher
president does not have much chance to be applied in the Islamic society. In this case, since the caliph continues
the tradition of the prophet and is responsible for ensuring the unity of the society, he should be appointed
either by way of nass or by the election of the leaders in the society. The first can be evaluated as a measure
for the establishment of the state's form of government and the basic laws on which it is based, as well as
ensuring that unity is established and conflict is prevented. Avicenna may have proposed the second option
because of two possibilities: The first is that he did this to include the four caliph periods in his system. The
second is that he sees the election by the leaders in the society as a practice that should take place at the end of
the rule of the appointed caliphs. His pairing the denial of the caliphate, the rebellion against a righteous caliph,
and the failure to resist the rebel against the righteous caliph with the denial of God is a judgement made by
reason. The fact that Avicenna does not refer to the equivalents of this judgment in the Quran and hadiths can
be understood that the matter in his mind is quite clear.
