Türkiye’nin Avrupa Birliği’ne katılım sürecine bölgesel gelişme politikalarının da dâhil edilmesi, yaklaşık kırk yıldır uygulamakta olduğumuz bölgesel gelişme model, politika ve araçlarını bir yana bırakarak yeniden bir yapılanma süreci içine girmemize sebep olmuştur. Bu yeni yapılanmanın temel aracı ise Kalkınma Ajansları olarak adlandırılan yeni yerel birimler olmaktadır. Kalkınma ajansları, bölgeler arası gelişmişlik farklılıklarının azaltılması ve yerel kalkınmanın sağlanması yönünde uygulanan bir bölgesel politika aracıdır. Kalkınma ajansları kullanılan kaynakları kontrol edebilmesi, uygulama sonuçlarının sistematik olarak izlenebilmesi için sağlam ve etkin bir muhasebe bilgi sistemine sahip olması gerekmektedir. Kalkınma ajanslarının muhasebe bilgi sistemi; bütçelerinin hazırlanması, bütçe içeriğinin belirlenmesi, bütçenin kabulü, gelirlerin tahsili, giderlerin yapılması, bunlara ait varlıkların yönetiminin yapılmasını sağlar. Bu çalışmanın amacı kalkınma ajanslarının muhasebe düzenini incelemektir. Bu kapsamda çalışmada öncelikle kalkınma ajanslarının muhasebe düzeni teorik olarak açıklanmış daha sonra da kalkınma ajanslarının muhasebe kayıtlarına yer verilmiştir.
Inclusions of regional development policies in Turkey’s accession process to the European Union
have led it to leave the regional models, policies and tool it had been implementing for about forty
years and enter a new process of structuring. The main tools of this structuring are new local units
that are called Development Agencies. Development agencies act as a regional policy tool that is
implemented for reduction of developmental differences among regions and achievement of local
development. Development agencies need a solid and effective accounting information system in
order to be able to control the resources used and systematically monitor the results of practices. The
accounting information system of a development agency serves in preparation of budgets,
determination of budget content, approval of budget, collection of revenue, organization of
expenditures and management of assets related to these. The purpose of this study is to investigate the
accounting system of development agencies. In this context, the accounting system of development
agencies was theoretically described, and examples of accounting records of development agencies
were provided.
