The legitimacy of the Turkish Republic, which is a multicultural nation-state, is also evaluated with its dealing with the cultural identities in the boundaries of it. In this evaluation of legitimacy, one of the institutions that is under the risk of being target is police. Because the police can intervene in against social events and groups that have different cultural identities as a result of the natural necessity of the policing. At the end of these interventions, the police may be blamed for behaving unfair, prejudicially, unevenly, discriminatory etc. and may be criticized for not being “community police” by these social groups. This criticism holds a risk against the existence or unitary integrity of the Turkish Republic, because the police represent the state. The democratic policing, which includes improving the level of cultural competency of the police, is a management strategy for removing that risk.
Çokkültürlü bir ulus-devlet olan Türkiye Cumhuriyeti Devleti’nin toplumsal meşruiyeti sınırları içindeki kültürel kimliklere yaklaşımıyla da değerlendirilmektedir. Bu meşruiyet değerlendirmesinde hedefe yerleştirilme riski ile yüz yüze olan kurumlardan biri polistir. Çünkü polis, polislik mesleğinin doğal bir zorunluluğu olarak, farklı kültürel kimliklere sahip olan toplumsal gruplara karşı çeşitli müdahalelerde bulunabilmektedir. Bu müdahalelerin sonucunda ise o toplumsal gruplar tarafından taraflı, önyargılı, eşitsiz, ayrımcı vb. davranmakla suçlanabilmekte; “toplumun polisi” olmamakla eleştirilebilmektedir. Bu eleştiri Türkiye Cumhuriyeti Devleti’nin varlığına ya da üniter bütünlüğüne yönelik bir risk barındırmaktadır. Çünkü polis, devleti temsil etmektedir. Polisin kültürel yeterlik düzeyinin geliştirilmesini içeren demokratik polislik ise bu riskin bertaraf edilmesi uğurda başarılması gereken bir yönetim stratejisidir.
