Öz
Sanayi devriminden bu tarafa bütün dünyanın halen devam eden bir kentleşme süreci ile karşı karşıya olduğu söylenebilir. Diğer bir ifadeyle, bütün ülkelerde nüfusun giderek artan çoğunluğu kentlere kaymaktadır. Bu nedenle, bir toplumdaki yoksulluk, esas itibariyle “kentsel yoksulluk” olarak okunabi-lir. Gelir yetersizliği ve toplumsal fırsat eşitsizliği temelinde tanımlanabilen yoksulluk, günümüzde esasta azgelişmiş ülkelerin temel sorunlarından biridir.
Bu makale çalışmasında yoksulluğa ilişkin öncelikle kavramsal/teorik inceleme yapılmış; Türkiye’de yoksulluğun görünümü ve gelişimi açıklanmaya çalışılmış ve son olarak, yoksullukla mücadele kap-samında, yerel yönetimlerin neler yaptığı ve yapabileceği, hukuki düzenlemeler eşliğinde değerlendi-rilmiştir.
Abstract
Since industrial revolution whole world face the fact that is standing as urbanization process. In other words, huge amounts of population migrate to urban in all the countries. Therefore, poverty in a society can be read as “urban poverty”. Poverty that is defined as a base of income scarcity and ine-quality of opportunity of society is one of the fundamental problems of underdeveloped countries.
In this paper, first of all theoretical/conceptual study dealing with poverty is done; the development and outlook of the poverty in Turkey is described. Finally, within the context of struggle with poverty, it is evaluated what local authorities do and what they may do accompanied with the legal regulations.
