Ülkelerde, insanların ekonomik refahını artırmak ve yoksulluğu azaltmak ekonomik kalkınma programlarının temel hedeflerinden biridir. Yoksulluk, bu dünyadaki insan yaşamının başlangıcından beri insanlarla yakından ilişkili olumsuz bir olgudur. Yoksulluk, kuşaktan kuşağa geçerek süreklilik gösterirse kök salarak gelenekleşir ve gelişme için kalıcı bir engel haline gelir. Amaç: Bu çalışmanın amacı, Kabil'de Çok Boyutlu Yoksulluğun Ölçümünü gerçekleştirmektir. Gelire dayanan yoksulluk ölçümündeki yetersizlikler ve sağlık, eğitim ve barınma gibi temel ihtiyaçlara dayanan yoksunluklar bu araştırmayı gerekli kılmaktadır. Kapsam: Araştırmanın kapsamı Kabil şehir merkeziyle sınırlandırılmıştır. Evren ve Örneklem: Araştırmanın evreni yaklaşık 3 milyon 500 bindir. Bu araştırmayı temsil etmek üzere, Kasıtlı Örneklem Belirleme Yöntemiyle 500 kişi belirlenmiştir. Metodoloji: Bu araştırmada, sağlık, eğitim, gelir ve barınma gibi dört nitelik temelinde çok boyutlu yoksulluk ölçülmüştür. Araştırmanın verileri Kabil kent merkezinin farklı bölgelerinden belirlenen örneklem üzerinde, araştırmacının kendisi tarafından hazırlanan araştırma sorularından oluşan anket uygulaması ile derlenmiştir. Sonuç ve Bulgular: Elde edilen sonuçlara göre, çok boyutlu yoksulluk bakımından en yüksek yoksulluk oranı, kentin doğu bölgesinde yani 12., 9. ve 16. semtlerde, Bagrami ve Dehi Sabz ilçelerindedir ve en düşük çok boyutlu yoksulluk oranı ise kentin merkez bölgesi olan 1., 2., 3., ve 4. semtlerindedir. Sağlık yoksulluğu açısından ise, kentin güney bölgeleri olan yedinci ve sekizinci semtleri en yüksek yoksulluk oranına sahip ve kentin merkez bölgeleri olan 1., 2., 3. ve 4. semtler ise en düşük sağlık yoksulluğu oranına sahiptir. Barınma yoksulluğu bakımından kentin en çok yoksul kesimi doğu bölgesi olan 12., 9. ve 16. semtler ve Bagrami ve Dehi Sabz ilçeleri iken bu bakımdan en düşük yoksulluk oranına sahip bölgeler ise kentin merkezindeki 1., 2., 3., ve 4. semtlerdir. Güney bölgeleri olan 7. ve 8. semtler en yüksek gelir yoksulluk oranlarına sahipken en düşük gelir yoksulluğu oranı kentin merkezindedir. Kuzey bölgeleri olan 5., 15. ve 10. semtler ve Karabağ ve İstalif ilçeleri en yüksek eğitim yoksulluğu oranlarına sahipken en düşük eğitim yoksulluğu oranı doğu bölgeleri olan 12., 9. ve 16. semtler ve Bagrami ve Dehi Sabz ilçelerindedir.
In countries, increasing the economic well-being of people and reducing poverty is one of the main goals of economic development programs. Poverty has been a negative phenomenon closely related to societies since the beginning of humanity. If poverty continues from generation to generation, it becomes a permanent obstacle for development. Aim(s): The aim of this study is "measuring multidimensional poverty" in Kabul city. Inadequacy in income-based poverty measurement and deprivations based on basic needs such as health, education and housing make this research necessary. Limitation: The scope of the research is limited to the urban of Kabul City. Population and Sample: The population of the research is consist of about 3 million 500 thousand individuals. To represent this population, 500 people were identified by the Intentional Sampling Method. Methodology: In this study, multidimensional poverty was measured on the basis of four characteristics such as health, education, income and housing. The data of the research was compiled on the sample determined from different regions of Kabul city center with a 30 item-questionnaire application, consisting of research questions prepared by the researcher himself. Result And Findings: The results shows that the highest rates of multidimensional poverty in the Kabul city is in neighborhoods 9, 12, 16, 18 and 20, Bagrami and Dehi Sabz Districts and the least rates of multidimensional poverty in the Kabul city is in neighborhoods 1, 2, 3 and 4. The highest rate of poor health is in neighborhoods 7 and 8 and the less poor health is in 1, 2, 3 and 4. The highest rate of lack of housing is in neighborhoods 6, 9, 12, and 18 Bagrami and Dehi Sabz Districts. The least lack of housing is in neighborhoods 1, 2, 3 and 4. The poorest region of the Kabul based on the income approach is neighborhoods 7 and 8. The highest rate of illiteracy is in neighborhoods 5, 10, 15, 21, 22 and Karabag and Istalif Districts. The least rate of illiteracy is in neighborhoods 9, 12, 16 and Bagrami and Dehi Sabz Districts.
