Abstract:
Bu çalışmada, Çin’in Vuhan Eyaleti’nde 2019 yılının Aralık ayında ortaya çıkan ve tüm dünyayı etkisi altına alarak pandemiye dönüşen,
Yeni Koronavirüs hastalığı olarak adlandırılan Covid-19 salgını ile mücadelede Türkiye Cumhuriyeti Sağlık Bakanlığı’nın etkinlik
düzeyinin araştırılması amaçlanmıştır. Etkinlik düzeyinin ölçümünde “Veri Zarflama Analizi Yöntemi” kullanılmıştır. Çalışmanın amacı
doğrultusunda veriler, Türkiye Cumhuriyeti Sağlık Bakanlığı’nın resmi web sayfasındaki Covid-19 Bilgilendirme Sayfasından elde
edilmiştir. Etkinlik düzeyinin ölçümü iki analiz üzerinden uygulanmıştır. Birinci analizde iki adet girdi (hasta sayısı, test sayısı) ve bir
adet çıktı (vefat sayısı) kullanılmıştır. İkinci analizde iki adet girdi (hasta sayısı, test sayısı) ve bir adet çıktı (iyileşen sayısı) kullanılmıştır.
Veriler LINDO paket programında çözdürülerek sonuçlar değerlendirilmiştir. Çalışmanın sonucunda, Nisan, Mayıs, Haziran, Temmuz,
Ağustos, Eylül ve Ekim aylarının göreceli etkinlik analizleri gerçekleştirilmiş, girdi yönelimli VZA modellerinin uygulanması sonucunda
etkin olan ve etkin olmayan aylar belirlenerek değerlendirilmiştir.
In this study, which emerged in Wuhan Province in China in December 2019 and turned into a pandemic by affecting the whole world,
the new coronavirus disease called Covidien-19 in combating the epidemic, the Ministry of Health of the Republic of Turkey aimed to
investigate the activity level. "Data Envelopment Analysis Method" was used to measure the efficiency level. For the purpose of the
study, the data were collected from It has been obtained from the official website of the Republic of Turkey Ministry of Health, the
Covid-19 information page. The measurement of the efficiency level was applied through two analyzes. In the first analysis, two inputs
(number of patients, number of tests) and one output (number of deaths) were used. In the second analysis, two inputs (number of
patients, number of tests) and one output (number of recovered) were used. The results were evaluated by dissolving the data in
LINDO package program. As a result of the study, the relative efficiency analyzes of April, May, June, July, August, September and
October were performed, and as a result of the application of input-oriented DEA models, the effective and ineffective months were
determined and evaluated.
