Son yıllarda dünyada meydana gelen muhasebe skandalları sonucunda işletmelerde iç kontrol sistemlerinin ve iç denetimin yetersiz olduğu gerçeği ortaya çıkmıştır. Bunun sonucunda devletler ve uluslararası mesleki kuruluşlar iç kontrol, iç denetim kavramlarını daha detaylı ele alarak çeşitli iç kontrol sistemleri ve değerlendirme modelleri geliştirmeye başlamışlardır.Bu noktada COSO gibi iç kontrol değerlendirme modelleri tarafların iç kontrol sisteminin etkinliğine yönelik değerlendirmelerinde, görüş bildirmelerinde önemli enstrüman olacaktır. COSO modeline göre, yönetimin iç kontrol amaçlarına ulaşabilmesi ve kabul edilebilir bir güven düzeyi sağlaması için aşağıdaki beş bileşeni tasarlaması ve uygulaması gerekir;? Kontrol Ortamı? Risk Yönetimi? Kontrol Faaliyetleri? Bilgi Sistemleri ve İletişim?İzlemedir. Bu çalışmada işletmelerin iç kontrol sistemlerinin oluşturulmasına yönelik bir değerlendirme yapmak amacıyla tüm işletme fonksiyonlarını kapsayan COSO değerlendirme modeli kullanılmıştır. Bu doğrultuda tezin amacı; işletmelerde iç kontrol sisteminin nasıl kurulduğunu, prosedürlerin nasıl geliştirildiğini ve denetimlerin nasıl yapıldığını ortaya koymak ve söz konusu işlemlerde görev alacak personel ve özellikle muhasebe meslek mensuplarının konu ile ilgili rol ve sorumluluklarını incelemektir.Anahtar Kelimeler: İç Kontrol, İç Kontrol Sistemi, Muhasebe Meslek Mensubu
A number of accounting scandals taking place all around the world in recent years has revealed the fact that internal control systems and internal audit functions of enterprises are quite insufficient. Therefore, states and international professional organizations have started to deal with the internal control and internal audit concepts in a more detailed way and to develop internal control systems and evaluation models.At this point internal control evaluation models like COSO will be important instruments to evaluate the effectiveness of internal control system.According to COSO model, management must establish and perform five components below to achieve internal control goals and to provide an acceptable assurance level.? Control enviroment? Risk assessment? Control activites? Information systems and communication? Monotoring. In this study COSO evaluation model which contains entities whole functions, had been used to to evaluate efficieny of internal control systems.At this proper thesis objective is at the business internal control which established how developed metheds and in questionand personel which to commission in operation specially connected account proffessional interested with subject part and to thin commitment.Key Words:Internal Control, Internal Control System, Accountants
