Kentsel dönüşümün hane halkları üzerindeki ekonomik, mekânsal ve toplumsal etkileri: Nevşehir Kalesi ve etrafı kentsel dönüşüm örneği

Abstract

Bu çalışmanın konusu Nevşehir Belediyesi-TOKİ işbirliğiyle gerçekleştirilen Nevşehir Kalesi ve Çevresinde uygulanan kentsel dönüşüm projesinin sonrasında bu çevrede hayatını sürdüren hane halkının yaşanan değişimden sonraki ekonomik, toplumsal ve mekânsal etkilerini ortaya koymak olmuştur. Çalışmanın amacında ise kentsel dönüşüm uygulamalarının hane halkları üzerinde nasıl bir etki bıraktığı belirlenmiştir. Araştırmada kentsel dönüşüm uygulamalarının hane halkı üzerinde bıraktığı etkiyi belirlemek ve yaşanılan süreci daha iyi yorumlayabilmek için nitel araştırma yöntemi tercih edilmiştir. Araştırma kapsamında hane halkları ile yüz yüze görüşülmüş ve bilgiler yarı yapılandırılmış görüşme formu ile elde edilmiştir. Araştırmanın örneklemini kale ve bölgesinde yaşamış ve kentsel dönüşümle birlikte yeni yaşam alanı olan TOKİ konutlarına yerleşmiş olan 25 katılımcı oluşturmaktadır. Yarı yapılandırılmış görüşme formundan elde edilen veriler tematik analiz yöntemleri ile analiz edilmiştir. Her temaya ilişkin alt temalar belirlenmiştir. Araştırma sonucuna göre Nevşehir kale bölgesinde ve çevresinde medyana gelen kentsel dönüşümün ekonomik, mekânsal ve toplumsal etkisinin olduğu görülmüştür. Kentsel dönüşümün ekonomik etkileri şu şekildedir; kentsel dönüşümün olumsuz etkisi (maddi eklentiler, artan gider, kaybedilen maddi yardımlar, yakıt maliyetinin artması, kiraların artması), kentsel dönüşüm sonrası evlerin yenilenerek değer kazanması, kentsel dönüşüm sonrasında bölgenin ekonomik yönden gelişmesi ve yeni gider kalemlerinin ortaya çıkmasıdır. Kentsel dönüşümün mekânsal etkileri ise dönüşümün fiziksel olarak olumlu dönüşüm sonrasında yeni ortama uyum sağlama, yeşil alanların durumu, konutların kalitesi, eski alışkanlıklarının sürdürülmesi ve mekânsal alanların yetersiz kalmasıdır. Kentsel dönüşümün toplumsal sonuçları ise dönüşüm sonrasında toplumsal hayatta farklılıkların ortaya çıkması, dönüşüm sonrası görülen toplumsal sorunlar, komşuluk ilişkileri, adaptasyon sorunları ve eski alışkanlıkların getirdiği toplumsal sorunlar, güvensizlik ve ahlaki sorunlar, evsel atıklarla ilgili sorunlar, sosyal ve kültürel alanların eksikliği ve temizlikle ilgili sorunlar olarak belirlenmiştir. Bu sonuçlardan da anlaşılacağı üzere Nevşehir kale bölgesi ve çevresinde medyana gelen kentsel dönüşümün hane halkları üzerinde olumlu ve olumsuz bazı etkilerinin olduğu gerçeğidir.

The subject of this study was to reveal the economic, social and spatial effects of the households living in this environment after the urban transformation project implemented in and around Nevşehir Castle, which was carried out in cooperation with Nevşehir Municipality-TOKİ. In the aim of the study, it was determined how urban transformation practices had an impact on households. In the research, qualitative research method was preferred to determine the effect of urban transformation practices on households and to better interpret the process experienced. Within the scope of the research, households were interviewed face-to-face and the information was obtained by semi-structured interview form. The sample of the study consists of 25 participants who lived in the castle and region and settled in TOKİ residences, which are new living areas with urban transformation. The data obtained from the semi-structured interview form were analyzed with thematic analysis methods. Sub-themes for each theme are determined. According to the results of the research, it was seen that the urban transformation that came to the media in and around Nevşehir castle area had an economic, spatial and social impact. The economic effects of urban transformation are as follows; the negative impact of urban transformation (material add-ons, increased expenses, lost financial aid, increased fuel cost, increased rents), the renewal and appreciation of houses after urban transformation, the economic development of the region after urban transformation and the emergence of new expense items. The spatial effects of urban transformation are physically positive, adaptation to the new environment after transformation, the state of green spaces, the quality of housing, the maintenance of old habits and the inadequate spatial areas. The social consequences of urban transformation were determined as the emergence of differences in social life after transformation, social problems seen after transformation, neighborhood relations, adaptation problems and social problems brought about by old habits, problems related to insecurity and moral problems, problems related to household waste, lack of social and cultural areas and problems related to cleanliness. As can be understood from these results, it is the fact that the urban transformation that comes to the media in and around Nevşehir castle area has some positive and negative effects on households.
