Adana ilinde sıfır atık projesinin uygulanması

Abstract

Bu çalışmada, son yıllarda tüm dünyanın ilgisini çeken ve önemli bir atık yönetim stratejisi olan 'Sıfır Atık' yönetim modeli araştırılmıştır. Sıfır Atık Yönetim Sistemi kapsamında sürdürülebilir çevre politikasının ana kaynağı olan önleme, azaltma ve geri dönüşüm/geri kazanım kavramları incelenmeye alınmıştır. Yapılan bu çalışmada Adana ilinde belirlenmiş bazı kamu kurumlarının atık yönetim stratejisi olan Sıfır Atık Projesi'nin incelenmesi ve uygulanma çalışmaları değerlendirilmiştir. Tez çalışması kapsamında Sıfır Atık Projesi'nin uygulandığı Adana Çevre ve Şehircilik İl Müdürlüğü, Adana İl Tarım ve Orman Müdürlüğü ve Ahmet Sapmaz Ortaokulu pilot çalışma yerleri olarak belirlenmiştir. Adana Çevre ve Şehircilik İl Müdürlüğü'nden pilot çalışma olarak belirlenen bu kurumların Sıfır Atık Bilgi Sistemine kayıtlı 2019 yılına ait atık tür ve miktarları hakkında veriler alınmıştır. Saha incelemeleri ve edinilen veriler doğrultusunda, Sıfır Atık Projesi ülkemizde daha çok yeni bir yönetim modeli olduğu için sıkıntılar olduğu görülmektedir. Adana İli Sıfır Atık Projesi kapsamında tespit edilmiş ambalaj atıklarının tüketiminin azaltılması, kaynakta ayrılması ve geri kazanım potansiyelinin yükseltilmesi konusunda daha hassas olunması ve öneminin arttırılması için gerekli öneriler ortaya konulmuştur.

In this study, the 'Zero Waste' management model, which is an important waste management strategy that has attracted the attention of the world in recent years, has been investigated. Within the scope of Zero Waste Management System, recycling and recovery concepts, which are the main source of sustainable environmental policy, have been examined. In this study, the study and implementation studies of Zero Waste Project which is the waste management strategy in Adana province were evaluated. Within the scope of the thesis study, Adana Provincial Directorate of Environment and Urbanization, Adana Provincial Directorate of Agriculture and Forestry and Ahmet Sapmaz Secondary School, where Zero Waste Project is implemented, were determined as pilot work places. Data were collected from Adana Provincial Directorate of Environment and Urbanization regarding the waste types and amounts of 2019 registered to the Zero Waste Information System of these institutions, which were identified as pilot studies. In line with the field studies and data, there are problems it is seen that the Zero Waste Project is a new management model in our country. The necessary recommendations were made to be more sensitive and to increase its importance, in terms of separation of resources and increasing the recovery potential, reduce the consumption of packaging wastes identified in the Adana Province Zero Waste Project.
