Sosyal güvenlik sisteminde emeklilik ve sosyal güvenlik sisteminin finansal sorunları

Abstract

Ülkemizin en gözde Kurumlarından olan ve özellikle üç kurumun birleşmesinden sonra daha fazla sorumluluk yüklenen kurum olan Sosyal Güvenlik Kurumu bugün milyonlarca insanlara hizmet veren bir Kurum olmuştur. Tabi bunca insana hizmet veren bu Kurumun tarih boyunca büyük bir gelişme göstermiş olsa da son zamanlarda önemi daha da artmıştır. İnsanların doğum, yaşam, ölüm ve ölümden sonrası içinde hizmet veren tarih boyunca büyük bir gelişim gösteren sosyal güvenlik bugün daha farklı ve daha çeşitli sosyal güvenlik konulu alanlara yönelmiştir. Bu gelişimi açıklarken tarihsel süreçte aileden başlayan sonra mahalleden toplumsal dayanışmaya kadar süregelen ve ileriki zamanlarda ise ülkelerin anayasal güvence altına aldığı sosyal güvenlik çok büyük boyutlara gelmiştir. Tabi bu büyük kurum bu kadar geniş alanlara hitap ederken karşılaştığı en büyük sorunların başını oluşturan finansman sorunları oluşturmaya başlamıştır. Sosyal güvenlik sistemini finansman sorunları zamanla çok fazla çeşitlenmiş ve bu finansman sıkıntılarına ekonomik kaynaklar bulunmaya çalışılmıştır. Ülkelerin sosyal güvenlik kaynakları genellikle her zaman açık vermektedir Genel olarak sosyal güvenlik bir kar getiren kurum olmadığı için açık vermesi fazla sorun değildir söz konusu açıkların önlenebileceği veya kapatılabilecek büyüklükte olup olmayacağıdır. Bu araştırma boyunca kurum istatistiklerinden faydalanılmış yaşanan finansman sıkıntıları çeşitli kaynaklardan alıntı yapılarak araştırılmıştır. Sonuçlara baktığımız zaman kurumun sadece ekonomik sıkıntıları olmadığı çeşitli sıkıntılarla karşılaştığı görülmektedir. Seçimler, bürokrasi insanların iyi niyetleri suiistimal etmesi sadece bunlara birkaç örnektir. Bunların üstesinden nasıl gelinir sorularına cevap vermek gerekir bu konularda da gerekli araştırmalar yapılmış ve tavsiyelerde bulunulmuştur. Yapmış olduğumuz araştırma koskoca bir alanın sadece ufak bir parçasını ve temel sorunlarını oluşturmaktır. Bir ülkenin gelişmişliğini ve değerinin en büyük göstergesi olan Sosyal Güvenlik Kurumuna sadece devlet olarak değil tüm millet olarak sahip çıkmamız gerektiğini söyleyebiliriz.
