Göçmen toplulukların eğitim sistemine katılımı sürecinde uygulanan eğitim ve dil politikalarının incelenmesi

Abstract

Bu çalışma, özellikle Avrupa ülkelerinde göçmen öğrencilere yönelik dil öğretim uygulamalarını inceleyerek Türkiye için yeni ve faydalı fikirler üretmeyi amaçlamaktadır. Avrupa’nın en çok göçmen nüfusa sahip ülkelerindeki, program uygulamaları, materyal geliştirme çalışmaları, öğretmen yetiştirme ve idari yapılanmaları gibi durumlar incelenmiş ve farklı uygulamalara rastlanılmıştır. Bu farklılıkların temel sebebi, göçmen kişilerin kaynak ülkeleri, yaşları ve ev sahibi ülkeye geliş sebepleri olduğu görülmüştür. Çalışmada elde edilen bir diğer bulgu ise göçmen öğrencilerin dil öğrenim sürecinde en etkili ve verimli yöntemin, göçmen öğrencilere ayrıştırılmış sınıflarda veya okullarda dil öğretimi yerine doğrudan örgün eğitime dâhil edilerek dil öğretimi yapılmasıdır. Dil öğretiminde uygulanacak öğretim programı öğrencinin yaşına ilgili sınıf kazanımlarına uygun olmalıdır. Tek bir program tüm yaş ve sınıf seviyeleri için uygun olmayacaktır. Dil öğretiminin belki en önemli unsuru öğretim elemanının yetiştirilmesidir. Öğretim elamanı sadece Türkçe bilgisi ile değil aynı zamanda farklı kültürlerden gelen öğrenciler ile çalışabilme, onları anlayabilme gibi beceriler ile de donatılmalıdır.

This study aims to produce new and useful ideas by examining language teaching for immigrant students in other European countries. Program implementations, material development studies, teacher training and administrative structures in the countries with the most immigrants in Europe are examined. As a result of the examination, different applications are found. The main reason for the differences is the fact that immigrants differ in their origin, ages and reasons for their arrival in the host country. Another finding in the study is that the most effective and productive method of immigrant students' language learning process is language teaching by including structured education directly in classrooms specifically for immigrant students or in schools instead of in language teaching facilities. The curriculum to be applied in language teaching should be appropriate to the classroom achievements related to the age of the student. A single program will not be suitable for all age and class levels. Perhaps the most important element of language-teaching is the training of the teaching staff. The teaching staff should be equipped not only with the knowledge of Turkish but also with the ability to work with and understand students from different cultures.
